量子信息产业作为新一轮科技革命与产业变革的国际前沿领域,已被我国列为战略性新兴产业的重点发展方向。尽管我国在量子信息技术领域居于全球领先地位,但其产业化进程仍处于初期阶段。目前该领域面临多重挑战,包括技术路径不确定性大、研发周期长、市场回报缓慢及投资风险高等问题,亟需引入具备长期投资眼光、稳定回报预期和较高风险承受能力的耐心资本支持。本文通过理论分析与国际经验比较,揭示耐心资本在推动量子信息产业发展中所发挥的关键作用,阐释其在产业发展过程中的运作机制,并在此基础上提出培育与壮大耐心资本的战略路径。基于上述分析,本文进一步提出培育壮大耐心资本的建议,旨在为相关政策制定者和产业实践者提供理论依据与决策参考,助力我国量子信息产业实现高质量、可持续发展。
Abstract:Quantum information industry, as at the forefront of the new round of scientific and technological revolution and industrial transformation, has been recognized by China as a crucial part of its strategic emerging industries. Although China maintains a global leadership in quantum information technologies, the industrialization of these technologies still remains at the early stage. Currently, the quantum information technologies are confronted with significant uncertainties in technology pathways, long Research and Development cycles, slow market returns, and high investment risks, urgently demanding patient capital with long-term investment horizons, stable return expectations, and high risk tolerance. Through theoretical analysis and international comparative studies, this paper explores the crucial role of patient capital in the development of quantum information industry, defines the operating mechanism of patient capital in the industry development, and on this basis proposes some strategic approaches to cultivate and strengthen patient capital. Accordingly, recommendations to strengthen patient capital are proposed to provide theoretical support and practical guidance for policymakers and industry practitioners, thereby advancing the high-quality development of China's quantum information industry.
